One suggests Congress should consider authorizing the VA to require letters of credit from schools to mitigate risks to veterans and taxpayers. Another seeks to clarify the 85-15 Rule, which requires a school to enroll at least 15 percent non-veterans in order to ensure VA isn’t being bilked.”
