Subject: $1.6 Billion Waste in Budget Reconciliation Process

Dear Members of the House Freedom Caucus,

As a Marine Corps Veteran, I take the importance of a balanced budget very seriously and view it as a national security imperative. Unfortunately, it came to our attention that a repeal of the 90/10 Rule is being considered as part of the House Budget Committee’s policy menu. Including this in reconciliation would be a costly mistake.

Closing the 90/10 loophole was a hard-fought, bipartisan win—backed by 50 veterans’ organizations—to stop schools from using GI Bill benefits as a limitless federal payday. By the House Budget Committee’s own estimation, repealing this policy would cost taxpayers an additional $1.6 billion.

Veterans’ groups have no stake in the broader reconciliation debate—except now, with this policy in the mix, they’ll taunted to weigh in. The Veterans’ Affairs Committee was rightfully exempt from this process, and yet this proposal would drag veterans’ advocates into a fight that was already settled.

At a time when Congress should be cutting waste, this repeal does the opposite. We urge you to call for it to be removed from consideration for the reconciliation process. To discuss further, please reach out to me by phone at 703-379-3822, or by email at [email protected].

Best,

William Hubbard
Vice President for Veterans & Military Policy
