“Perdoceo thought that its purchase of Trident University International would cure its problem with AIU’s nearly 90 percent 90/10 ratio as of 2019,” said Walter Ochinko, Research Director at Veterans Education Success. “However, Percdoceo failed to anticipate the growing bipartisan support for closing the 90/10 loophole by including revenue from military-connected students in the calculation of total federal revenue. The data show that in 2020 AIU would have had a 90/10 ratio of almost 97 percent when all federal revenue is included. Even CTU’s 90/10 ratio would have exceeded 90 percent with the loophole closed. Perdoceo will have to go back to the drawing board and come up with a legitimate strategy for ensuing 90/10 compliance when the loophole is officially closed in 2023.”
